As the Dow Jones continues to plummet, the stock in two local juniors is rising in the midst of a recruiting bull market in the Queen City. Jibreel Black from Wyoming High School and Alex Welch of Elder have had college coaches knocking down their doors trying to get each of them to accept their scholarship offers.
